While many people on Molokai rent out their homes illegally, only one property owner, Kip Dunbar, has actually jumped through all the required permit hoops to have a legal transient vacation rental.
Now another east end property is on the verge of becoming legal. Bill and Frances Feeter, and their daughter Christine, who own a three-bedroom home in Puko’o, received approval of a conditional permit from the Maui County Council’s Land Use Committee last Wednesday.
It may not be a coincidence that both Bill Feeter and Kip Dunbar are former members of the Molokai Planning Commission. To work through the arcane and restrictive county permitting process it takes a thorough knowledge of the workings of county government. It has taken the Feeters nine years to get to this point.
Because of the difficulty in getting a TVR permit, only 15 have been granted in Maui County since 1998. To simplify the process, many have called for a county ordinance to address the regulation of TVRs so that permits can be issued. A TVR bill is expected to be in front of the county council once the General Plan 2030 is completed in October.
